the United States Navy from 1995 until 2000,
where he served as a Master-At-Arms.
Patrolman Carter graduated from Sinclair
Community College's Ohio Peace Officers
Training Academy in 2003, and began
working for Union City Ohio in 2004.
Patrolman Carter was appointed a full-time
officer for UCO in 2005 and began working
for Union City Indiana in early 2006.
